RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Public Works Deputy-Director for Environmental Services to sign the attached Memorandum of Understanding ("MOU") between the County of Humboldt and City of Eureka for the installation and operation of an automated trail counter on the Eureka Waterfront Trail; and
2. Authorize the Public Works Deputy-Director for Environmental Services to sign amendments to the MOU that would extend the term of the MOU.

DISCUSSION:
On Dec. 7, 2021, the Humboldt County Board of Supervisors approved the donation of funds from the Humboldt Trails Council to Humboldt County for the purchase and installation of automatic trail counters on the Hammond Trail and Eureka Waterfront Trail. The counter on the Eureka Waterfront Trail will help quantify usage trends and will provide data to support assessment of conditions before and after the construction of the Humboldt Bay Trail South project. The City of Eureka has offered to install the counter on the Eureka Waterfront Trail while Humboldt County Public Works will collect, analyze, and distribute the data. The attached Memorandum of Understanding ("MOU") documents the rights and responsibilities of each of the parties for this proposed initiative. The initial term of the MOU is five (5) years. Public Works recommends that the Board authorize the Public Works Deputy-Director for Environmental Services to sign the attached MOU with the City of Eureka, and authorize the Public Works Deputy-Director for Environmental Services to sign amendments to the MOU that would extend the term of the MOU.
