RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached Data Sharing Agreement with Evident Change and the Department of Health and Human Services - Child Welfare Services (DHHS - CWS);
2. Approve, and authorize the DHHS - CWS Director, or a designee thereof, to execute any and all amendments to this Data Sharing Agreement after review and approval by County Counsel, Risk Management, and the County Administrative Office;
3. Direct the Clerk of the Board to route the fully executed Data Sharing Agreement to the DHHS - Contract Unit for further processing.

DISCUSSION:
Humboldt County DHHS - CWS has contracted with a non-profit corporation, Evident Change, for the development of a web-based Child Protection Reporting Guide (CPRG). The CPRG is intended to serve as a web-based guide that community members and professionals can use in determining whether concerns they may have about a child should be reported to Child Welfare Services. The intended goals of the web-based CPRG are to:
* Assist reporters as they gain familiarity with child abuse and neglect reporting threshold.
* Help ensure that children and families requiring a child protection response are promptly reported.
* Provide links to information about alternative options for reporters to assist children and families who do not meet the statutory child protection reporting thresholds.

The data sharing agreement presented to your Board for consideration would allow Humboldt County DHHS - CWS to carry out ongoing evaluation and CQI activities related to the CPRG.
