Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached Memorandum of Understanding (MOU) with LMT & Associates, Inc., regarding payment associated with the provision of consultation and technical assistance services.

2.                     Direct the Clerk of the Board to return one (1) fully executed copy of the attached memorandum of understanding with LMT & Associates, Inc., to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Since 2014, LMT & Associates, Inc. has worked with the county to implement new service regulations to ensure Department of Health and Human Services (DHHS) Children’s Mental Health is in compliance with all new state and federal regulations and is providing appropriate services in a manner that benefits clients.  The consultation services provided pursuant to the terms and conditions of the 2021-2022 Agreement included, without limitation, all of the following:

 

1.                     Provision of assistance and support regarding the promotion of Transition Age Youth and Humboldt County Transition-Age Youth Collaboration program activities that are designed to help youth build skills in the areas of policy change and youth advocacy.

 

2.                     Provision of assistance and support regarding implementation of local, state and federal programs, mandates or legislation, including, without limitation, the Family First Prevention Services Act, Family Urgent Response System, Assembly Bill 2083 and other similar mandated system changes.

 

3.                     Provision of assistance and support regarding the development of implementation strategies to ensure compliance with local state and federal laws, regulations and standards pertaining to the provision of behavioral health and child welfare services.

 

4.                     Provision of assistance and support regarding the development of strategies to ensure the sustainability of process changes and program knowledge that will allow for program stabilization and eliminate the need for additional consultation services.

 

During the period of May 1, 2022 through June 30, 2022, county requested service hours from LMT & Associates, Inc., that resulted in charges beyond the maximum amount payable, pursuant to the terms and conditions of the Professional Services Agreement. An amendment to increase the cap was unable to be completed prior to the expiration of the agreement.

 

The purpose of the attached MOU is to document contractor’s provision of consultation and technical assistance services during fiscal year 2021-2022, and to provide for payment of such services. Accordingly, the DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached MOU with LMT & Associates, Inc., regarding payment of the provision of consultation and technical assistance services. 

 

FINANCIAL IMPACT:

Approval of the MOU will allow the county to pay for services rendering in May and June of 2022.  The MOU will increase the total dollar amount of the original Professional Services Agreement of $30,000 by $15,000 bringing the total payable to $45,000 for fiscal year (FY) 2021/22.  Expenditures related to this MOU were included in the FY 2021/22 budget in Fund 1160, Budget Unit 508 Child Welfare Services.  The expenses will be included on the quarterly claim and reimbursed through federal, state and local funds.  There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose to not approve the attached memorandum of understanding with LMT & Associates, Inc., regarding payment for the provision of consultation and technical assistance services. However, this alternative is not recommended since it would not allow DHHS - Social Services to pay LMT & Associates, Inc. for the additional consultation and technical services provided.
