RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Arcata House Partnership regarding the provision of peer coaching and support services to eligible individuals living at the Arcata Bay Crossing apartment complex for the period of July 1, 2022, through June 30, 2025;

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return two (2) fully executed original copies of the attached professional services agreement with Arcata House Partnership, to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

There are currently fifteen (15) Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) clients that were formerly homeless or at risk of homelessness living in apartments at the Arcata Bay Crossing apartment complex.  DHHS - Behavioral Health has determined that these clients would benefit from receiving peer coaching and support services on-site.  The peer coaching and support services provided pursuant to the terms and conditions of the attached professional services agreement with Arcata House Partnership will help people experiencing mental health challenges obtain the skills and supports necessary to lead meaningful lives in the community.  Arcata House Partnership employs several peer specialists who are trained to promote client recovery by supplementing existing treatment with education, empowerment and assistance in accessing available resources.

 

The attached professional services agreement with Arcata House Partnership will allow eligible individuals living at the Arcata Bay Crossing apartment complex to receive needed peer coaching and support services for the period of July 1, 2022 through June 30, 2025.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Arcata House Partnership regarding the provision of peer coaching and support services to eligible individuals living at the Arcata Bay crossing apartment complex for the period of July 1, 2022 through June 30, 2025.  It is also recommended that the Board authorize the DHHS -Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Arcata House Partnership, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid unnecessary delays in the provision of essential peer coaching and support services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Arcata House Partnership has a maximum amount payable of Two Hundred Fifty Thousand Five Hundred Dollars ($250,500.00) for the period of July 1, 2022 through June 30, 2025.  In no event shall the maximum amount paid under the attached professional services agreement with Arcata House Partnership exceed Eighty-Three Thousand Five Hundred Dollars ($83,500.00) per fiscal year for fiscal years 2022-2023 through 2024-2025.  However, if local, state of federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Arcata House Partnership have been included in the approved fiscal year 2022-2023 budget for Social Services fund 1160, budget unit 511.  Funding for the attached professional services agreement is available through Intergovernmental Transfer (IGT) Funds received by DHHS - Behavioral Health.    As a result, approval of the attached professional services agreement with Arcata House Partnership will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached professional services agreement with Arcata House Partnership regarding the provision of peer coaching and support services to eligible individuals living at the Arcata Bay Crossing apartment complex.  However, this alternative is not recommended since it will not allow for the provision of necessary peer coaching and support services to eligible clients.
