RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Chair to execute the attached agreement between Ascendant Strategy Management Group, LLC and the Department of Health and Human Services, for the period of Sept. 21, 2022 through Sept. 20, 2027; and
2. Authorize the Department of Health and Human Services (DHHS) Director, or designee thereof, to execute any subsequent amendments to the agreement upon review and approval from County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
Performance management is a quality improvement framework utilized by many health and human services agencies that helps to identify and improve internal operations to assist their external outcomes. It measures past performance data and provides organizations with feedback on how to make better decisions in a variety of areas in the future. Many DHHS programs currently use performance management systems to ensure that the activities staff engage in are providing desirable outcomes in alignment with objectives of the organization, however, consistency across the department is needed for improved tracking and reporting.
In October 2020, DHHS - Public Health entered into a 2-year software licenses and support services agreement with Ascendant Strategy Management Group, LLC, executed by the Purchasing Agent, for the development and implementation of a web-based performance management platform, including scorecards focused on objectives, measures, targets and activities (OMTAs) developed and maintained by Public Health staff.
