RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the selection of PACE Engineering, Inc. as the consulting firm to provide electrical engineering services for the Courthouse Transformers Replacement Project;
2. Approve, and authorize Chair of the Board to execute, the attached consultant services agreement with PACE Engineering, Inc. regarding the provision of electrical engineering services for the Courthouse Transformers Replacement Project;
3. Authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the attached consultant services agreement with PACE Engineering, Inc. after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
4. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached consultant services agreement with PACE Engineering, Inc. to the Department of Public Works for further processing.

DISCUSSION:
On May 10, 2022 (Item D-16), the Humboldt County Board of Supervisors approved the list of qualified consultants pursuant to Request for Qualifications No. DPW2022-001 regarding the provision of On-Call Engineering and Project Management Services. The Humboldt County Department of Public Works (“Public Works”) issued Request for Proposal (“RFP”) No. DPW2022-001 for the Courthouse Transformers Replacement Project. This project will replace the aging transformers serving the Courthouse, move voltage reduction to the utility side of the meter, and reconfigure electrical service to the Courthouse, Correctional Facility, and IT buildings, including full emergency generator backup for each facility. As further described in Exhibit A of the attached agreement, PACE Engineering, Inc. will lead the design, engineering, and project management efforts for the project.
Upon receipt of proposals in response to this project-specific RFP, Public Works staff reviewed the proposals and ranked them utilizing criteria set to assess each consultant’s qualifications and experience with relevant projects. The attached Consultant Evaluation Sheet lists the results of the evaluation. PACE Engineering, Inc. was determined to be the most qualified to provide the needed services.
Accordingly, Public Works recommends that the Board of Supervisors approve, and authorize the Chair to execute, the attached consultant services agreement with PACE Engineering, Inc. with PACE Engineering, Inc It is also recommended that the Board authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the attached consultant services agreement with PACE Engineering, Inc., after review and approval by County Counsel, Risk Management, and the County Administrative Office in order to avoid any unnecessary delays in the provision of needed electrical engineering services.
FINANCIAL IMPACT:
On Dec. 10, 2019, your Board approved acceptance of grant funding in the amount of $384,912 from the California Governor’s Office of Emergency Services Public Safety Power Shutoff (PSPS) grant program to support equipment purchases and projects that would improve local preparedness and response for PSPS events. The attached consultant services agreement with PACE Engineering, Inc. has a maximum amount payable of $130,000 for the period of August 30, 2022 through July 2024. Expenditure appropriations related to the attached consultant services agreement with PACE Engineering, Inc. are included in the recommended fiscal year 2022-23 budget in the Sheriff’s Office PSPS Funding budget unit 1100-221801. As a result, approval of the attached consultant services agreement with Pace Engineering, Inc. will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached consultant services agreement with PACE Engineering, Inc. with PACE Engineering, Inc. However, this alternative is not recommended as it will not allow for the timely replacement of aging electrical equipment that represents a risk to daily operations at the Courthouse.
