RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Department of Health and Human Services Director, or designee thereof, to execute, the attached participation agreement with California Mental Health Services Authority regarding Humboldt County Department of Health and Human Services - Behavioral Health’s participation in the Behavioral Health Quality Improvement Program for the period of execution through June 30, 2024; and

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent extensions, modifications, and amendments to the attached participation agreement with California Mental Health Services Authority after review and approval by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:

California Mental Health Services Authority (“CalMHSA”) is a Joint Powers Authority created by counties in 2009 at the instigation of the California Mental Health Directors Association to jointly develop and fund mental health services and education programs. CalMHSA will provide projects to support County Behavioral Health Plans in meeting select milestones required to complete the California Advancing and Innovating Medi-Cal (“CalAIM”) Behavioral Health Quality Improvement Program (“BHQIP”) deliverables. Projects are responsive to the BHQIP requirements under the following categories: Payment Reform, Policy Changes, and Data Exchange.

 

The Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) will participate in the services for Payment Reform, Data Exchange as well as professional service hours for Project Management Services and Clinical Services. CalMHSA will work with DHHS - Behavioral Health to draft updated MHP and DMC-ODS provider boilerplate language to incorporate new code set(s) and claiming requirements, collaborate to receive and analyze Managed Care Plan (“MCP”) data for July 2022/July 2023 measurement period to establish baseline performance, use baseline data analysis to support developing and implementing Performance Improvement Projects that will be designed to conform to CalEQRO PIP requirements, and professional services for general BHQIP Implementation Support as well as Clinical Training and Policy Changes Implementation Support.

 

Accordingly, DHHS - Behavioral Health recommends that the Board of Supervisors approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s participation in the BHQIP for the period of execution through June 30, 2024. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or designee thereof, to approve any and all subsequent extensions, modifications, and amendments to the attached participation agreement with CalMHSA, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued participation in the BHQIP.

 

FINANCIAL IMPACT:

The attached participation agreement with CalMHSA has a maximum amount payable of Eighty-Nine Thousand Five Hundred Twenty Dollars ($89,520.00) for the period of execution through June 30, 2024. Revenues related to this agreement are available from Dept. of Healthcare Services distribution of Behavioral Health Quality Improvement Program incentive payments. Expenditure appropriations have been included in the proposed fiscal year 2022-2023 budget for DHHS - Behavioral Health Administration budget unit 1170-424. As a result, approval of the attached participation agreement with CalMHSA will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s participation in the BHQIP. However, this alternative is not recommended since it would impact DHHS - Behavioral Health from participating in the BHQIP and would impact the opportunity to move to a more functional system that will help meet objectives of CalAIM and provide for more efficient use of resources, better outcomes, and improved adherence to state requirements and reporting.
