RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and approve the plans and specifications for the Garberville Veterans Hall Demolition project; and

2.                     Authorize the Clerk of the Board to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to open on Sept. 13, 2022; and

3.  Authorize the Chair of the Board to execute the attached discontinuation of water/sewer service for the Garberville Veterans Hall.

DISCUSSION:

On Aug. 24, 2021, your Board approved staff recommendations to adjust the fiscal year 2021-22 budget to include $251,845.00 funding for demolition of the Garberville Veterans Hall. The scope of work for this project includes the following: traffic control, abatement of hazardous materials, demolition and disposal of the site and building, salvage of important building components, erosion/sediment control and final site stabilization.  The demolition schedule is expected to be 60 calendar days and is anticipated to begin on Oct. 4, 2022.

 

Utilities to the building will need to be disconnected as part of the demolition project.  To maintain the least financial impact, submitting a Water/Sewer Discontinuance Application to the Garberville Sanitary District will be necessary.

 

FINANCIAL IMPACT:

The total cost for the Garberville Veterans Hall Demolition Project with bid and construction contingencies is estimated at $249,700.  Additional alternate bid items may modify the value of the project.  A supplemental budget may be needed once the project has bid, and actual construction costs are known.  The total annual discontinuation of service fee for water and sewer service to the building is $700.  Staff anticipates we will be able to resume water and sewer service in approximately one (1) year.  The funding for this project is budgeted in fiscal year 2022-2023 Capital Projects 1100170.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the plans and specifications and authorization to bid.  However, this is not recommended as the facility will need to be demolished to remove an unsafe structure from the community, and to eventually allow the construction of a new Veterans Hall to begin.  Your board could choose not to execute the Water/Sewer Discontinuance Application.  However, this is not recommended as terminating the service completely would result in an $8,000 reconnection charge at a later date.
