RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Department of Health and Human Services' Director to advertise and distribute the attached request for proposals regarding implementation of the CPRG on behalf of Child Welfare Services (DHHS - CWS).

DISCUSSION:
Humboldt County DHHS - CWS has contracted with a non-profit corporation (the "County Contractor", currently Evident Change) for the development of a web-based Childs Protection Reporting Guide (CPRG). The CPRG is intended to serve as a web-based guide that community members and professionals can use in determining whether concerns they may have about a child should be reported to Child Welfare Services. The intended goals of the web-based CPRG are to:
* Assist reporters as they gain familiarity with child abuse and neglect reporting threshold.
* Help ensure that children and families requiring a child protection response are promptly reported.
* Provide links to information about alternative options for reporters to assist children and families who do not meet the statutory child protection reporting thresholds.

In order to ensure long-term viability of the project, the County is seeking a qualified agency to facilitate initial implementation and ongoing management of the CPRG, which includes outreach and education about the CPRG to mandated reporters and the community at large, development and deployment of informational and training resources, and on-going training on the CPRG. The department will return to the Board of Supervisors seeking approval to award a professional services agreement to the qualified agency once one has been selected.
