RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Humboldt County Director of Aviation, or a designee thereof, to execute all documents related to the AIP Grant, including without limitation, professional services agreements (PSAs) necessary to apply for, accept, and secure funding made available through the following AIP: 3-06-0072-017-2022, and 3-06-0072-018-2022;

2.                     Authorize the Director of Aviation to execute the Airport Improvement Program (AIP) grant offers and all other documents necessary for the grants; and

3.                     Authorize the Director of Aviation, or designee, to sign future amendments to these grant agreements after review by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:

The AIP provides grants for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS). Project priorities for FAA AIP grant applications are determined by the FAA, Aviation Department, and available funding. On April 1, 2022, the Department of Aviation submitted project applications for a grant of federal funds for projects associated with the Murray Field Airport (EKA) and Rohnerville Airport (FOT) to complete the following AIP projects: (1) Conduct a Wildlife Hazard Assessment; and (2) Conduct an Electrical System Study.

 

The FAA accepted, approved, and has submitted grant offers with cumulative maximum obligation of $410,925.00 as follows:

FINANCIAL IMPACT:

The total maximum obligation grants awarded is $410,925.00. The County of Humboldt would be responsible for up to 9.34% of the overall project costs or $38,380.40. The Department of Aviation has included these AIP Grant amounts and county cost share in its fiscal year 2022-23 budget. 

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by providing for and maintaining infrastructure ; and seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose to not to authorize the Director of Aviation to execute the Grant Offers for the above-referenced project.  However, this alternative is not recommended because this could potentially cause the loss of funding scheduled and would cause continued deterioration of electrical and lighting infrastructure at the EKA and FOT airports with no planning for replacement and/or improvement.  Additionally, wildlife hazards continue to be an issue at both airports.  Not completing Wildlife Hazard Assessments (WHAs) will make the County ineligible for requesting improved fences, barriers, and/or other means that may help mitigate wildlife hazards to aircraft in the future.
