RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize Chair of the Board to execute, the attached Professional Services Agreement with Armstrong Consultants, Inc. regarding the ACV Parking Lot Rehabilitation Phase 1 and 2;
2. Authorize the Director of Aviation to execute any amendments after review by County Counsel, County Administrative Office, and Risk Management; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached Professional Services Agreement with Armstrong Consultants, Inc. to the Department of Aviation.

DISCUSSION:
ACV has experienced record airline growth and passenger traffic over the past 18 months. As a result, parking constraints of the paid customer parking facilities have led to long lines to enter and exit said lots, leading to customer frustration, and numerous occurrences where the current parking facility capacity does not meet the level of customer demand. The current paid parking lots have not had major infrastructure improvements to the pavement, layout, or payment processing facilities in over 20 years.
The first phase of the proposed ACV parking lot rehabilitation will consist of the design and bidding associated with the rehabilitation of the 0.75 acre parking lot northwest of the airport terminal building. Currently this lot serves as a temporary overflow parking lot for when the main airport parking lot is full. Rehabilitation is required to accommodate current and future parking needs, as well as it will provide for designated parking stalls that will result in a more efficient use of space. This lot will require grading, construction of an asphalt parking lot with curbing, installation of infrastructure (electrical, communications, and equipment pads) to support future drop arms and payment kiosks. The parking lot will be configured to park 63 vehicles in either angled or straight-in parking stalls.
The second phase will consist of the design and bidding associated with the rehabilitation of the primary terminal building vehicle parking lot at ACV. The current parking lot asphalt pavement has reached a point where major rehabilitation is required in order to extend the life of the parking lot. The current parking lot has 376 parking stalls with 8 marked as Americans with Disabilities Act (ADA) accessible parking stalls. Preliminary planning evaluations have been completed that show that if the parking lot was more efficiently laid out, as many as 512 parking stalls could be accommodated, including additional ADA stalls. Furthermore, the current parking lot’s configuration leads to unnecessary traffic congestion near the entrance of the terminal building that could be avoided if the entrance and exit to the lot were relocated.
Both phase 1 and phase 2 preliminary designs will include numerous electric vehicle charging stations in both lots that will connect to the existing microgrid system. The infrastructure needed to support future charging stations, along with the design for other electrical items associated with this project, such as parking lot lights and parking management system equipment, will be designed by the Schatz Energy Research Center staff as subconsultants under this proposed contract.
On April 27, 2021, your Board approved a pre-qualification list for airport consultants. Armstrong Consultants, Inc. was pre-qualified on that list.
FINANCIAL IMPACT:
The maximum amount payable for services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the attached Agreement, is $629,008. These expenses will be reimbursed to the County of Humboldt through the previously accepted Federal Aviation Administration (FAA), CARES Act Grant, No. 3-06-0010-047-2020 and was included in the recommended fiscal year 2022-23 budget for the Department of Aviation (3530381). Therefore, there is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the agreement with Armstrong Consultants, Inc. However, that is not recommended due to the current lack of acceptable airport parking, specifically around the holiday season, and the currently dilapidated parking lot infrastructure.
