RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Professional Service Agreement with the Humboldt Del Norte Independent Practice Association in the amount of $297,980 for the term of January 1, 2022, through June 30, 2025;

2.                     Authorize the Director of Public Health, or a designee thereof, to sign the agreement;

3.                     Authorize the Director of Public Health, or a designee thereof, to approve any and all future amendments and documents directly related to this agreement upon approval by County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return one (1) copy of the certified board report to the DHHS- Contract Unit.

DISCUSSION:

The County of Humboldt, through a grant from the Department of Health Care Services (DHCS) is contracting with the Humboldt Del Norte Independent Practice Association to implement public health activities related to in-school substance use prevention services. Allocated funds are to be used to support School-Based Wellness Centers (SBWC) at McKinleyville Middle School and Sunny Brae Middle School. Services will include establishing a youth empowerment (mentorship) group at area schools, brief intervention substance use disorder services for youth, and care navigation and linking students to resources and services. These funds will be used to enhance activities and will not replace existing activities. The goals of the project include the engagement of 550 youth in 16 empowerment workgroups at nine school sites, and 350 youth in brief intervention services, reaching 140 students through care navigation services.

 

This agreement will allow the Department of Health and Human Services - Public Health, Healthy Communities division to provide services throughout Humboldt County to address substance use among youth in Humboldt County. Highlighting the need for substance use prevention, Humboldt County experiences youth substance use rates significantly above the national average. Alcohol use is 7% higher than the national average, and cannabis use is 11% higher than the national average. Research has shown that substance use in youth is linked to adulthood addiction. Early intervention and prevention are vital to preventing addiction. By placing these services directly in the schools at the SBWCs, the program enhances its opportunities to work directly with youth and reduce future substance use.

 

FINANCIAL IMPACT:

The maximum amount of the agreement with Humboldt Del Norte Independent Practice Association is $297,980.00 over the term January 1, 2021, through June 30, 2025. Funding in the amount of $50,462.50 was budgeted in fiscal year 2021-2022 in Fund 1175, Budget Unit 452, AOD Prevention. The funding amount of $129,913.14 for year two of the agreement was included in the annual county budget process for FY 2022-23. The funding amount of $56,491.78 for year three will be included in the annual budget process for FY 2023-24. The funding amount of $61,112.58 for year three will be included in the annual budget process for FY 2024-25. There is no impact to the County General Fund
