RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Direct the Registrar of Voters to conduct the general municipal election and special election for the City of Blue Lake;
2. Consolidate these elections with the General Election to be held on November 8, 2022;
3. Direct the City of Blue Lake to reimburse the County of Humboldt for costs incurred; and,
4. Request the Clerk of the Board of Supervisors to forward the signed Board Order and copy of City of Blue Lake Resolution No. 1198 and Resolution No. 1201 to the Humboldt County Office of Elections.

DISCUSSION:
On June 21, 2022, the City of Blue Lake passed Resolution No. 1198 which orders a general municipal election. On July 26, 2022, the City of Blue Lake passed Resolution No. 1201 to place a Transactions and Use Tax Measure on the November 8, 2022 ballot. The City of Blue Lake is requesting consolidation with the General Election to be held on November 8, 2022, pursuant to Elections Code, Section 10403 and agrees to reimburse the County of Humboldt for all costs associated with the consolidated election.

Pursuant to Resolution No. 1201, the question to be submitted to the voters shall read:

"To maintain and improve essential City services, including recreation and public safety services, shall the City of Blue Lake measure to levy a one percent sales tax, raising approximately $25,000.00 annually, with independent annual audits and all funds remaining in Blue Lake, be adopted?"


FINANCIAL IMPACT:
Election consolidation will ultimately not impact the General Fund. All funds advanced by the General Fund will be fully reimbursed by the City of Blue Lake.
