Recommendation
That the Board of Supervisors:
1. Receive staff report; and
2. Appoint Kim Nelson to the Briceland Community Services District governing board, pursuant to Section 10515(b) of the California Elections Code.

DISCUSSION:
Briceland Community Services District called for a Special Election to be held on June 7, 2022, to fill a board vacancy.
The elections process commences with a candidate filing period during which time qualified Humboldt County residents can file candidacy papers to serve on a district board in the jurisdiction in which they live. Pursuant to Section 10515(b) of the California Elections Code, when no person has filed a declaration of candidacy for any office, the supervising authority, as defined by Section 10500(b)(13) of the California Elections Code, shall appoint any person to the office who is qualified as of the date an election would have been held.
The candidacy filing period for the 2022 Primary Election was held from February 14, 2022 through March 11, 2022. At the close of the filing period, no candidates had filed a declaration of candidacy for the vacancy in the governing board of the Briceland Community Services District. Accordingly, the Briceland Community Services District has requested that the Humboldt County Board of Supervisors appoint Kim Nelson, who was qualified as of the date of the Primary Election, to fill the vacancy, pursuant to Section 10515(b) of the California Elections Code.
FINANCIAL IMPACT:
Cost of the publication of the Notice of Election to be borne by Briceland Community Services District.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors Strategic Framework by providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors could choose to appoint a qualified voter from the district other than the candidate recommended.
