RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Direct the Registrar of Voters to conduct the General Municipal Election and Special Election for the City of Rio Dell;
2. Consolidate these elections with the General Election to be held on November 8, 2022;
3. Direct City of Rio Dell to reimburse the County of Humboldt for costs incurred; and
4. Request the Clerk of the Board to forward the signed Board Order and copy of City of Rio Dell Resolution No. 1541-2022 and Resolution No. 1546-2022 to the Humboldt County Office of Elections.

DISCUSSION:
On June 7, 2022, the Rio Dell City Council passed Resolution 1541-2022 for the purpose of electing certain officers in a general municipal election. On June 21, 2022, the Council passed Resolution 1546-2022 to submit to the electors a transaction and use tax measure on the November 8, 2022, ballot. The City of Rio Dell is requesting consolidation with the General Election to be held on November 8, 2022, pursuant to Elections Code, Section 10403 and agrees to reimburse the County of Humboldt for all costs associated with the consolidated election.

The question to be submitted to the voters shall read:

"Shall the City of Rio Dell continue to impose a transaction and use tax at the reduced rate of (0.75%) after expiration of the currently enacted transaction and use tax (which is at 1.00% and set to expire on December 31, 2024), with all proceeds placed in the City's General Fund to be used for any governmental purpose? The tax authorized by this Ordinance is expected to generate $345,000 in annual revenue and, if approved by the voters, will take effect on January 1, 2025, and continue until re...
