RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waives the requirements of the Humboldt County Nuclear Free Ordinance with regard to the attached substance abuse prevention and treatment block grant biennial funding allocation agreement with the California Department of Health Care Services; and

2.                     Approves and authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute the attached California Department of Health Care Services Substance Abuse Prevention and Treatment Block Grant Funding Allocation for State Fiscal Years 2022-23 and 2023-24 Agreement Application Package; and

3.                     Authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute all subsequent amendments to, and any other certifications, agreements and documents directly associated with the attached California Department of Health Care Services Substance Abuse Prevention and Treatment Block Grant Funding Allocation for State Fiscal Years 2022-23 and 2023-24 Agreement application package; and

4.                     Directs the Clerk of the Board to send a certified copy of this agenda item to the DHHS-Contract Unit for forwarding to DHHS-Behavioral Health Administration.

DISCUSSION:

The Substance Abuse Prevention and Treatment Block Grant (SABG) program’s objective is to plan, implement, and evaluate activities that prevent and treat substance abuse. The California Department of Health Care Services (DHCS) acts as a pass-through agency to local non-federal governments and has proposed the 2022-23 and 2023-24 funding allocations for counties. The estimated funding allocations are listed in Enclosure 1 of the California Department of Health Care Services SABG Biennial Funding Allocation for State Fiscal Years 2022-23 and 2023-24 Agreement Application Package. The total proposed allocation for each state fiscal year is $1,086,331.

 

The attached SABG Program agreement application package with DHCS sets forth the conditions, program principles and general requirements that the County of Humboldt must meet in order to receive critical state and federal funding for the provision of substance abuse prevention and treatment services. Prior to 2021, DHCS awarded counties with SABG funding in a multi-year substance use disorder services state standard agreement. DHHS- Public Health and DHHS- Behavioral Health will apply for SABG-funded programs based on the estimated funding allocations following the terms and conditions of the agreement. It should be noted that the attached agreement with DHCS comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached California Department of Health Care Services SABG Biennial Funding Allocation for State Fiscal Years 2022-23 and 2023-24 Agreement Application Package regarding the provision of substance use disorder prevention and treatment services, including the purchase of HIV testing supplies, for Humboldt County residents. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other certifications, agreements and documents directly associated with, the attached mental health performance agreement with DHCS in order to avoid any unnecessary delays in the provision of needed substance abuse prevention and treatment services.

 

FINANCIAL IMPACT:

The total proposed SABG allocation for each state fiscal year is $1,086,331. Revenue and expenditures related to this federal funding source have been included in proposed FY 2022-23 budget for DHHS Behavioral Health Substance Use Disorder (SUD), budget unit 1180-425.

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs creating opportunities for improved safety and health

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the California Department of Health Care Services Substance Abuse Prevention and Treatment Block Grant Funding Allocation for State Fiscal Years 2022-23 and 2023-24 Agreement Application Package. However, this alternative is not recommended because the county would not have access to $1,086,331 for substance use disorder prevention and treatment services for fiscal years 2022-23 and 2023-24.
