RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the State Standard Agreement # 22-10217 with the California Department of Public Health (CDPH) to provide water and shellfish testing and reporting services;

2.                     Authorize the Director of Public Health, or a designee thereof, to sign the State Standard Agreement; and

3.                     Authorize the Director of Public Health, or a designee thereof, to sign all future amendments and documents directly related to the State Standard Agreement upon review and approval of County Counsel and Risk Management.

DISCUSSION:

Humboldt Bay is one of the largest commercial oyster producing areas on the west coast. CDPH is mandated by Health and Safety Code 112170 to assure the shellfish produced in the bay are safe for human consumption, and contracts with the County of Humboldt to perform shellfish meat and water testing locally at the DHHS - Public Health Laboratory. Local testing provides accurate and timely results, thus protecting public safety and local businesses. The state has been contracting with DHHS - Public Health since 2004 for the Preharvest Shellfish Sanitation Program.

 

State Standard Agreement #22-10217 is coming before your Board after the start date due to receipt from CDPH in late June.

 

FINANCIAL IMPACT:

Approval of the three-year State Standard Agreement # 22-10217 will allow DHHS - Public Health to be reimbursed up to $29,025 for the period of July 1, 2022 through June 30, 2025 for the testing of shellfish samples in the Preharvest Shellfish Sanitation Program in Fund 1175, Budget Unit 435, Public Health Laboratory. This revenue was anticipated in the 2022-23 Fiscal Year (FY) county budget and will be included in the FY 2023-24 and FY 2024-25 county budgets. There is no impact to the County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may decide to not approve the State Standard Agreement from CDPH. However, it is not recommended as CDPH would send local samples to an out-of-area laboratory for testing if state funds are not accepted.
