RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute the attached Software Licensing and Support Services Agreement with Carahsoft Technology Corporation for the provision of data analytics software services;
2. Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all amendments to the attached Software Licensing and Support Services Agreement with Carahsoft Technology Corporation after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed copy of the attached Software Licensing and Support Services Agreement with Carahsoft Technology Corporation to the Department of Health and Human Services - Contracts Unit for further processing.

DISCUSSION:
The Department of Health and Human Services (DHHS) has contracted with Carahsoft Technology Corporation for the purpose of streamlining data analysis, data cleanup and creating interactive data visualizations for DHHS reporting to aid staff and leadership in making data-informed decisions. Each branch of DHHS has been issued Tableau licenses allowing any data respective to the branch to transition reporting to Tableau. Some of the data already transitioned into Tableau includes- but is not limited to- Evidence Based Practices, Child Placement and Child and Adolescents Needs and Strengths. Tableau offers a feature with Creator licenses called Tableau Prep which allows analysts to combine, organize and clean data in preparation for creating interactivity between charts (i.e. when a selection is made on one chart it changes others on the page to reflect only data relevant to that section). Filtering options can be added where appropriate to allow end users to ask a question of the data and focus on different data points to receive an answer from it immediately.
Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached Software Licensing and Support Services Agreement with Carahsoft Technology Corporation regarding the provision of web-based time study services for the period of July 1, 2022, through June 30, 2023. It also recommends the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the Software Licensing and Support Services Agreement with Carahsoft Technology Corporation, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of the needed data analytics software services.
FINANCIAL IMPACT:
The attached Software Licensing and Supportive Service Agreement with Carahsoft Technology Corporation has a maximum payable of $147,351.12 for the period of July 1, 2022, through June 30, 2023. However, in the event the local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the Software Licensing and Support Services Agreement with Carahsoft Technology Corporation in its entirety.
Expenditure appropriations related to the attached Software Licensing and Support Service agreement with Carahsoft Technology Corporation have been included in the proposed fiscal year 2022-2023 budget for DHHS - Fund 1160 Budget Unit 511 Social Services, Fund 1170 Budget Unit 424 Mental Health, Fund 1160 Budget Unit 508 Child Welfare Services and Fund 1175 Budget Unit 400 Public Health. Funding sources include Federal and State Financial Participation for Medicaid, Behavioral Health Realignment, As a result, approval of the attached Software Licensing and Support Services Agreement with Carahsoft Technology Corporation will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached Software Licensing and Support Services Agreement with Carahsoft Technology Corporation. However, this alternative is not recommended.
