RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the State Standard Agreement # 22-10250 for WIC funding in the amount of $3,471,793 for the period of October 1, 2022 through September 30, 2025;

2.                     Authorize the Department of Health & Human Services (DHHS) - Public Health Director or a designee thereof to sign State Standard Agreement # 22-10250 and associated certifications;

3.                     Authorize the DHHS - Public Health Director, or a designee thereof, to sign any subsequent amendments and documents directly related to State Standard Agreement # 22-10250 upon County Counsel and Risk Management review and approval.

DISCUSSION:

The County of Humboldt has participated in the WIC program since 1976. WIC provides individualized nutrition counseling, breastfeeding support, a WIC card to purchase healthy foods for low- income women and their children as well as referrals to health care providers and medical clinics. The target population includes women who are pregnant, breastfeeding or have recently delivered a baby as well as infants and children less than five years of age. DHHS - Public Health WIC serves approximately 2,610 participants per month. WIC is federally funded; CDPH is responsible for administering these funds for local WIC programs in the state of California.

 

The State Standard Agreement # 22-10250 before the Board today is to continue to provide WIC funding from October 1, 2022, through September 30, 2025, in the amount of $3,471,793.

 

 

FINANCIAL IMPACT:

State Standard Agreement # 22- 10250 will allow CDPH to reimburse DHHS - Public Health for

services up to a maximum $3,471,793 for the period of October 1, 2012 through September 30, 2025. These funds were anticipated and are included in the proposed fiscal year (FY) 2022-2023 county budget in the amount of $1,165,331 in Fund 1175, Budget Unit 415 - WIC. The funding amounts for FY 2023-24 and FY 2024-25 will be included in the annual county budgeting process. There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board may choose not to approve the agreement with CDPH for WIC funding. However, DHHS - Public Health does not recommend this as the WIC program is federally funded and provides services to low-income families throughout the County of Humboldt.
