Recommendation
That the Board of Supervisors:
1. Approve the amendment to the Public Safety Realignment Plan; and
2. Approve the attached appropriation transfer in budget 3741-294 for Fiscal Year 2021/22.

DISCUSSION:
The Humboldt County Public Safety Realignment Plan adopted in 2012, and amended periodically thereafter, includes funds in the amount of $667,000 for substance use disorder (SUD) services. The funds are spent through the Humboldt County Probation Department, via budget unit 3741-294.

In 2020, Humboldt County opted into the Regional DMC-ODS Model to be able to offer a continuum of SUD services for Humboldt County clients. With the previous "DMC State Plan" system, the only services covered were outpatient group treatment, perinatal residential and NTP. With DMC-ODS, Medi-Cal pays a percentage of all outpatient services (individual, group, case management, field services) as well as all residential (not just perinatal), detox, NTP, and Recovery Services (aftercare and care coordination). When any California county opts into DMC-ODS, they are responsible for providing all the DMC billable services, including perinatal and adolescent residential. In Humboldt, the required services aren't available in county, so by joining a Regional Model ODS, those needed services can be accessed in other counties in the model.

Partnership Health Plan (PHC) has calculated the Per Utilizer Per Month (PUPM) rate based on projected utilization, and Humboldt County is responsible to pay this set amount ($935.46/person/month).
