DISCUSSION:
HCSO was awarded funds through FEMA's DHS Port Security Grant. The purchase of this rapid response vessel/boat and trailer exceed the Standard Purchasing Threshold and requires a Request for Proposal (RFP), and therefore needs to be reviewed by the Board of Supervisors.

HCSO currently has one 2004 bay boat for patrols. This boat is old and underpowered, having only one motor. It is not suited for the extreme weather patterns and water conditions during those weather events that occur in Humboldt County. The current boat has an open cabin which exposes first responders to the elements and diminishes officer safety capabilities.

HCSO recognizes a need for a rapid response vessel, with an enclosed cabin and two motors, that is suited to operate year-round and in strong currents and choppiness of the bay and ocean. This boat will allow for rapid response to emergent situations on the waterways and would be especially beneficial in search and rescue operations. It will also allow for extended patrols and public education and safety on the water, with less downtime for refueling.

HCSO is seeking approval to issue this RFP to solicit proposals from qualified manufacturers and vendors to build a rapid response patrol boat and trailer that will aid the Sheriff's department in law enforcement patrols, public education and safety, rapid response for emergencies and search, rescue, and recovery operations on the waterways of Humboldt County.
