RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize Public Works Director, and designees thereof, to negotiate terms for the purchase of real property located at 1017 4th Street, Eureka, 95501 with Gerald and Belinda Rush and any duly authorized agents thereof.

DISCUSSION:

On Jan. 19, 2016, your Board approved the first stage in a comprehensive finance package to move the county in the direction of having campuses where like functions are grouped together for better public service.

 

The Public Defender building is a key component in campus concept. The property next door to the Public Defender building, 1017 4th Street, Eureka, is for sale. This proposed acquisition is in alignment with the goals of the 2020 Facilities Master Plan, as and its creation of campus complexes.

 

In 2019 the county had interest in purchasing the property at 1017 4th Street, Eureka and the adjacent properties. The county did not complete the purchase of the properties at that time due to issues relating to the tenants and occupants residing at these real properties. County staff has a letter assuring that the property located at 1017 4th Street is vacant.

 

Should the county purchase 1017 4th Street it would provide significant benefits to the campus complex concept. The potential purchase of this property is supported by the Department of

Public Works. Accordingly, staff recommends that the Board authorize the Public Works Director, and designees thereof, to negotiate terms for the purchase of said property with Gerald and Belinda Rush and any duly authorized agents thereof.   These terms will consist of an offer price, conditions of sale, an escrow period, and be written into a Conditional Offer to Purchase Letter.

 

FINANCIAL IMPACT:

The County Administrative Office has approved use of 2020 Finance Plan funds for the purchase of this property.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose to not authorize the Public Works Director, and designees thereof to negotiate terms to purchase the property at 1017 4th Street, Eureka, 95501. This is not recommended as it will not support the county complex concept.
