RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Director of Aviation to execute the attached Non-Federal Reimbursable Agreement with the Federal Aviation Administration (FAA) for California Redwood Coast-Humboldt County Airport engineering design review and oversight support for Runway 32 MALSR;
2. Authorize the Director of Aviation to execute any future amendments after review by County Counsel, Risk Management, and the County Administrative Office; and

DISCUSSION:
On June 22, 2021, the Department of Aviation accepted a Department of Transportation (DOT)-Federal Aviation Administration (FAA) Grant Offer for an Airport Improvement Program (AIP) Project for a preliminary concept report study for Runway 14-32 and taxiway connector pavement rehabilitation and electrical improvements. This was the first phase in conducting an engineering analysis of current conditions to develop plans for future electrical and runway infrastructure projects.
On Nov. 16, 2021, your board approved of a project with Armstrong Consultants, Inc. to design, prepare documents, and manage the bidding process for the Runway 14/32 runway and electrical system replacement projects at ACV.
The Federal Aviation Administration owns and operates the ACV Runway 14/32 Instrument Landing System (ILS) comprised of the Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR), Runway 14/32 Localizer (LOC), Glide Slope (GS), Precision Approach Path Indicator (PAPI) and Runway Visual Range (RVR).
