RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the designation of the Humboldt County Risk Manager as the primary representative to the Public Risk Solutions and Management Board of Directors, effective immediately; and
2. Approve the designation of the Humboldt County Human Resources Director as the alternate representative to the Public Risk Solutions and Management Board of Directors, effective immediately.

DISCUSSION:
The County of Humboldt currently purchases its excess liability, primary and excess Workers' Compensation, Property Insurance and various other insurance programs through Public Risk Solutions and Management ("PRISM"). To ensure compliance with the joint powers authority between PRISM, it is a requirement that each member county designate a primary and alternate representative to the PRISM Board of Directors. The primary and alternate representatives shall have the authority to attend the PRISM Board of Director's meetings and vote on insurance related issues.

FINANCIAL IMPACT:
There are no direct costs associated with approving the designation of the Humboldt County Risk Manager as the primary representative, and the Humboldt County Human Resources Director as the alternate representative, to the PRISM Board of Directors. As a result, the recommended actions will not impact the Humboldt County General Fund.

STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisor's Strategic Framework by managing resources to ensure sustainability of services.
