RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the extension of extra help employment hours for Park Caretaker I, Christopher Vance, to a maximum of 1,920 hours for fiscal year (FY) 2021-22 (4/5 vote required).

DISCUSSION:
Christopher Vance has been working as an extra help employee during the current fiscal year. To date, Mr. Vance has worked a total of 884 hours as a Park Caretaker I. The Parks & Recreation Division of the Humboldt County Department of Public Works is requesting an extension of extra help hours to the total of 1,920 for the remainder of FY 2021-22. The requested extension of extra help hours is necessary to maintain the level of services provided by, and maintain the workload of, the Parks & Recreation Division of the Department of Public Works.

FINANCIAL IMPACT:
Estimated salary and benefit cost for the requested extension of extra-help is $5,908 for Parks & Recreation budget unit 1100-713. This estimate is based on Mr. Vance working 40 hours per week through the remainder of FY 2021-22. There are sufficient funds in the FY 2021-22 Parks & Recreation budget to cover the additional cost of these hours.

All extra help employees working beyond 960 hours are subject to paying into the California Public Employee Retirement System ("PERS"). The additional costs for PERS have been included in the estimated salary and benefit costs for the requested extension of extra-help hours. The Affordable Care Act requires large employers with 50 or more employees to offer health coverage to all full-time employees.
