Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Public Works Director to execute, the attached consultant services agreement with Stantec Consulting Services, Inc. regarding the provision of professional consulting services to assist with preparation of the water management plan for utilization of Humboldt County Contract Water from the Trinity River Division of the Central Valley Project;
2. Authorize the Public Works Director to execute any and all future amendments to the attached consultant services agreement with Stantec Consulting Services, Inc. that do not cumulatively exceed $50,000, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Approve the attached supplemental budget in Fund 1100, Budget Unit 251, Water Management (4/5 vote required).

DISCUSSION:
On Aug. 10, 2021 (Item D-30), the Board of Supervisors adopted Resolution No. 21-81 authorizing Public Works to apply for and accept grant funding from the Wildlife Conservation Board for the development of a water management plan regarding utilization of Humboldt County Contract Water from the Trinity River Division of the Central Valley Project (“Project”). The grant agreement between the Wildlife Conservation Board and Humboldt County for the Project was executed on Oct. 22, 2021. On Feb. 17, 2022, Public Works issued a Request for Proposals (“RFP”) for professional consulting services pertaining to the Project. The RFP was posted on the county website and circulated to several water resources consulting firms with proposals due by March 21, 2022. One (1) proposal, from Stantec Consulting Services, Inc. (“Stantec”) was received by the due date. Stantec’s proposal was determined to be responsive to the terms of the RFP and they were considered highly qualified to perform the services described in the RFP. Pursuant to the terms and conditions of the attached consultant services agreement, Stantec will provide professional consulting services from the date of execution through June 30, 2023, to assist with implementation of the Project.
Accordingly, the Department of Public Works recommends that the Board of Supervisors approve, and authorize the Public Works Director to execute, the attached consultant services agreement (Attachment 1) with Stantec regarding the provision of professional consulting services to assist with the Project. The Department of Public Works also recommends that the Board authorize the Public Works Director to execute any and all future amendments to the attached consultant services agreement with Stantec that do not cumulatively exceed $50,000, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure the efficient delivery of services.
FINANCIAL IMPACT:
The total budget for the Project in the grant agreement with Wildlife Conversation Board is $549,250. The attached consultant services agreement with Stantec has a maximum amount payable of $400,000. Attachment 2 contains a supplemental budget request to incorporate the Project into the fiscal year (FY) 2021-22 budget in fund 1100, budget unit 251, Water Management. The Project was included in the proposed FY 2022-23 budget. Expenditures for the Project are reimbursable from the Wildlife Conservation Board pursuant to Grant Agreement No. WC-2157AB, dated Oct22, 2021. As a result, approval of the attached consultant services agreement with Stantec will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by managing resources to ensure sustainability of services and advancing local interests in natural resource discussions.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached consultant services agreement with Stantec regarding the provision of professional consulting services to assist with preparation of the water management plan for utilization of Humboldt County Contract Water from the Trinity River Division of the Central Valley Project. However, this alternative is not recommended since it will not allow for the provision of the professional consulting services necessary to prepare the water management plan, which is a pre-condition from the Bureau of Reclamation before Humboldt County’s Contract Water is released from Trinity Reservoir.
