RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project;
2. Award the attached project agreement to Kernen Construction for the total amount of $259,999.84;
3. Authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of $25,500.

DISCUSSION:
On March 22, 2022, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project for bids. On April 26, 2022, the County of Humboldt received six (6) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project; award the attached project agreement to Kernen Construction for the total amount of $259,999.84; authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of $25,500.
FINANCIAL IMPACT:
The Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project is being funded by California Department of Transportation’s State Transportation Improvement Program (100%). The contract bid amount is $259,999.84. The total project cost is estimated at $299,000. The Humboldt County Road Fund will be responsible for costs associated with the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project that exceed the $265,000 allocated by the California Department of Transportation.
Expenditure appropriations relating to completion of the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project are included in the approved Fiscal Year 2021-22 Road Fund Budget (1200321-2118). As a result, completion of the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project will not impact the Humboldt County General Fund.
Projects are paid in arrears with anticipated funding coming from the State of California as mentioned above. The FY 2020-21 Annual Road Report, completed by the State of California, reflected an estimated negative fund balance of $5.9 million. This negative balance is due to the timing of Federal Emergency Management Agency reimbursements to the county, which can take years for the county to receive repayment. The department utilizes other state and local funding, such as the Regional Surface Transportation Program funds, for the Humboldt County Road Fund contributions for reimbursable projects.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the attached project agreement for the Central Avenue (4L800) Post Mile 0.00-0.30 Shoulder Widening Project. However, this alternative is not recommended because the project will provide safety improvements to Central Avenue using funds that would not otherwise be available to the County of Humboldt.
