RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Ettersberg Road (5B010) Post Miles 5.0 to 5.6 and 5.25 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 28, 2022, at 2:00 p.m.

DISCUSSION:
On Feb. 14, 2017, between Feb. 13, 2019 through Feb. 15, 2019, and Feb. 24, 2019 through March 1, 2019, the Federal Emergency Management Agency declared disasters for Humboldt County due to an atmospheric river which resulted in flooding and mudslides. Ettersberg Road (5B010) Post Mile 5.0-5.6 and 5.25, located near the community of Ettersberg in the southwest portion of Humboldt County, experienced shoulder erosion due to a culvert being overwhelmed with debris and high stormwater runoff flows and roadway failure due to saturated embankment slipping beneath the roadway. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.
On Sept. 5, 2019, and April 13, 2020, the Humboldt County Department of Public Works ("Public Works") received approval from the Federal Emergency Management Agency to proceed with the Ettersberg Road (5B010) Post Miles 5.0 to 5.6 and 5.25 Storm Damage Repair Project. Public Works prepared the attached plans and specifications based on a topographic survey prepared by Point West Surveying Company.
