Recommendation

That the Board of Supervisors:

1.                     Approve the attached List of Qualified Consultants for the provision of on-call engineering and project management services for the period May 1, 2022, to April 30, 2027.

DISCUSSION:

The Humboldt County Department of Public Works - Facilities Management Division (“Public Works”) anticipates several major remodel and new construction projects over the next five (5) years.    Due to limited staffing, certain professional services need to be contracted out to private consulting firms in order to comply with applicable local, state and federal laws, regulations and standards.  Public Works advertised Request for Qualifications (“RFQ”) No. DPW 2022-001 which solicited the anticipated services.  A preliminary scope of services, required qualifications and evaluation criteria were used to create the attached list of qualified consultants who will be available to meet Public Works’ engineering and project management needs.  This pool of qualified consultants will be available to Public Works for the next five (5) years.

 

Public Works will send a Request for Proposal (“RFP”) to consultants within the pool of qualified consultants that have the requisite experience and demonstrated proficiency for specific capital improvement projects.  Each RFP will contain a project specific scope of services and will solicit a cost proposal for the provision of such services.  Public Works will then return to the Board of Supervisors seeking approval to award a consultant services agreement to the preferred consultant for each project.

 

Accordingly, the Public Works recommends that the Board of Supervisors approve the attached list of qualified consultants regarding the provision of on-call engineering and project management services. 

 

FINANCIAL IMPACT:

There is no financial commitment until the Board approves a consultant services agreement with the selected consulting firm for each project.  Future RFPs will be issued for each proposed project under RFQ No. DPW 2022-001 and funding sources will vary by project type.  Applicable funding sources will be clarified for the Board’s approval on a project-specific basis.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached list of qualified consultants for on-call engineering and project management services.  However, this alternative is not recommended since Public Works does not have qualified personnel to provide the necessary services.
