RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and ratify the Department of Health and Human Services - Humboldt County Health Officer’s execution of, the attached data use and disclosure agreement with CDPH regarding access to the CalREDIE system for the period of September 16, 2021 through September 15, 2024;
2. Authorize the Department of Health and Human Services - Humboldt County Health Officer, or a designee thereof, to execute any and all subsequent amendments, and any other documents directly related, to the attached agreements with the California Department of Public Health, after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
3. Direct the Clerk of the Board to return one certified copy of the Board order pertaining to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Humboldt County Board of Supervisors adopted Resolution No. 20-25 which authorized department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements be subsequently ratified by the Board of Supervisors. Pursuant to Resolution No. 20-25, the Humboldt County Health Officer executed the attached CalREDIE system DUDA with the California Department of Public Health which allows DHHS - Public Health to meet case incident reporting state mandates, and further strengthen the County Humboldt’s response to, the COVID-19 pandemic.
CalREDIE is a web-based, secure, disease reporting and surveillance system implemented by CDPH. The DHHS-Public Health Laboratory and Communicable Disease (CD) programs currently use CalREDIE to report cases of communicable disease, including COVID-19, to CDPH. Health care providers and laboratories can report cases of communicable diseases to their local public health departments and to CDPH through CalREDIE twenty-four hours a day. This allows local health departments and CDPH to have access to disease and laboratory reports in near real-time for disease surveillance, public health investigation, and case management activities.
Before your Board today is a renewal of the CalREDIE Data Use and Disclosure Agreement. This agreement is required by CDPH in order to protect all personal and confidential information and provide security for protected data in compliance with all state and federal laws applicable to protected data. DHHS - Public Health has been using CalREDIE since 2011, and our previous DUDA was set to expire on October 10, 2021 if there was not a new agreement in place. The three-year term for the CalREDIE DUDA is September 16, 2021 through September 15, 2024.
Accordingly, DHHS - Public Health recommends that the Board approve, and ratify the execution of, the attached agreement with the California Department of Public Health DUDA for the CalREDIE system. Staff also recommends that your Board authorize the DHHS - Humboldt County Health Officer, or a designee thereof, to execute any and all subsequent amendments, and any other documents directly related, to the attached agreement with the California Department of Public Health, after review and approval by County Counsel, Risk Management, and the County Administrative Office, in order to avoid any unnecessary delays in responding to the COVID-19 pandemic in Humboldt County.
FINANCIAL IMPACT:
There are no direct costs associated with the attached agreement with CDPH regarding the County of Humboldt’s use of and data sharing through the CalREDIE system. Therefore, approval of the attached agreements with the CDPH will not impact the Humboldt County General Fund.

OTHER AGENCY INVOLVEMENT:
None.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached agreement with the California Department of Public Health regarding the County of Humboldt’s response to the COVID-19 Pandemic. However, this alternative is not recommended since it will affect DHHS - Public Health’s ability to meet state mandates and respond to the COVID-19 pandemic.
