RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and ratify the Department of Health and Human Services - Public Health Director’s execution of, the attached memoranda of understanding with various community partners regarding the deployment of COVID-19 testing and vaccination operations throughout Humboldt County;

2.                     Authorize the Department of Health and Human services - Public Health Director, or designee thereof, to sign any and all subsequent amendments, and any other documents directly related, to the attached memoranda of understanding, after review and approval by County Counsel, Risk Management and the County Administrative Office;

3.                     Direct the Clerk of the Board to return one certified copy of the Board order pertaining to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Humboldt County Board of Supervisors adopted Resolution No. 20-25 which authorized department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements be subsequently ratified by the Board of Supervisors. Pursuant to Resolution No. 20-25, the Department of Health and Human Services - Public Health (DHHS - Public Health) Director executed the attached memoranda of understanding with various community partners in order to allow for the development of COVID-19 testing and vaccination operations throughout Humboldt County.

 

On Oct. 26, 2021 (Item D-15), the Humboldt County Board of Supervisors authorized the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute additional memoranda of understanding regarding the deployment of COVID-19 testing and/or vaccination operations that were substantially similar to the attached memoranda of understanding, after review and approval by County Counsel, Risk Management and the County Administrative Office. The attached memoranda of understanding were created prior to Oct. 26, 2021, had not previously been brought to the Board for approval and were not included in that staff report, and therefore still require ratification from the Board.

 

Accordingly, DHHS - Public Health recommends that the Board approve, and ratify the execution of, the attached memoranda of understanding with various community partners regarding the deployment of COVID-19 testing and vaccination operations throughout Humboldt County.

 

Staff also recommends that the Board authorize DHSS - Public Health Director, or designee thereof, to execute any and all subsequent amendments to the attached memoranda of understanding after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the deployment of COVID-19 testing and/or vaccination operations in Humboldt County.

 

FINANCIAL IMPACT:

Cost recovery efforts to support the deployment of COVID-19 testing and vaccination operations in Humboldt County will be sought through grant funds and Federal Emergency Management Agency reimbursement. Expenditure appropriations related to the attached memoranda of understanding have been included in the approved fiscal year 2021-2022 budget for DHHS - Public Health budget unit 1175-455, Emergency Preparedness. However, the Humboldt County General Fund may be impacted if reimbursement of COVID-19 expenses is not received timely through state and federal funders.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached memoranda of understanding with various community partners regarding the deployment of COVID-19 testing and vaccination operations throughout Humboldt County. However, this alternative is not recommended since it will severely limit DHHS - Public Health’s ability to provide adequate COVID-19 testing and vaccinations services.
