Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached first amendment to the consultant services agreement with Mark Thomas and Company, Inc., regarding the provision of professional design engineering services for the Garberville Complete Streets Project and the Redway Drive/Redwood Drive Intersection Highway Safety Improvement Project; and
2. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached first amendment to the consultant services agreement with Mark Thomas and Company, Inc., to the Department of Public Works for further processing.

DISCUSSION:
On Sept. 29, 2020, the Board of Supervisors authorized the execution of a consultant services agreement Mark Thomas and Company, Inc. regarding the provision of professional design engineering for the Garberville Complete Streets Project and the Redway Drive/Redwood Drive Intersection Highway Safety Improvement Project. The attached first amendment to the consultant services agreement with Mark Thomas and Company, Inc. will expand the scope of services provided, and increase the maximum amount payable, thereunder in order to allow for the performance of additional design engineering services needed to ensure compliance with the Americans with Disabilities Act.
Accordingly, the Humboldt County of Department of Public Works (“Public Works”) recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached first amendment to the consultant services agreement with Mark Thomas and Company, Inc.
FINANCIAL IMPACT:
The attached first amendment to the consultant services agreement with Mark Thomas and Company, Inc. will increase the maximum amount payable thereunder to $224,324.91. Design costs for the Garberville Complete Streets Project is $171,770.12 and is 100% funded by the California Transportation Improvement Program. Design costs for the Redway Drive/Redwood Drive Intersection Highway Safety Improvement Project is $52,554.79 of which $22,590 is funded by Federal Highway Administration’s Highway Safety Improvement Program and the remaining $29,964.79 funded by the Humboldt County Roads Division. Approval of the attached first amendment to the consultant services agreement with Mark Thomas and Company, Inc. will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached first amendment to the consultant services agreement with Mark Thomas and Company, Inc. regarding the provision of professional design engineering services for the Complete Streets Project and the Redway Drive/Redwood Drive Intersection Highway Safety Improvement Project. However, this alternative is not recommended since Public Works has limited staff to perform such services.
