DISCUSSION:
SB 1326 authorizes the Governor to negotiate agreements with other states allowing commercial cannabis activity between licensed cannabis businesses in each state. SB1326 would allow transportation and delivery of cannabis across state lines by cannabis producers, wholesalers, and researchers as authorized by the agreement. The bill requires agreements to include enforceable public health, safety, and labeling standards, a system to regulate and track cannabis, and further requires that items delivered to California must be tested, packaged, and labeled in compliance with current state law. SB1326 would allow California to enter into agreements with states with legalized cannabis. Oregon State is currently the only other state with a similar law and many are looking to follow this path. In addition, with the continued stall of federal legislation to decriminalize and legalize cannabis, it is very likely other States will follow by passing similar legislation such as SB 1326.

Further, SB1326 would allow the Cannabis community of Humboldt to distribute their product on a larger, legal scale and potentially allow for financial liberation from the current market and federal restriction. This legislation is supported by Rural County Representatives of California and therefore, the Board of Supervisors is being asked to extend their support as well.
