RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
Adopt attached Resolution (Attachment 1) doing the following:
1. Approving an application for funding to be submitted to the Department of Housing and Community Development (HCD) for the 2020 Community Development Block Grant Program Coronavirus Response Round 2/3 (CDBG-CV 2/3) in an amount not to exceed $1,104,668, and
2. Authorizing and directing the Planning and Building Department Director to execute, in the name of the County of Humboldt, the application, the Standard Agreement, and all other documents required by HCD for participation in the CDBG-CV 2/3 Program, and any amendments.

SOURCE OF FUNDING:
The California Department of Housing and Community Development (HCD) Community Development Block Grant (CDBG-CV 2/3) allocation and CDBG Program Income.

DISCUSSION:
Resolution 21-43 was approved by your Board on May 4, 2021. The California Department of Housing and Community Development's (HCD) legal counsel reviewed the resolution and has requested a change to section 1 of the resolution. HCD has requested that the phrase "Humboldt Inn Elevators" be changed to "Humboldt Inn Accessibility Improvements." This project title accurately represents the true nature of the project. Two elevators are included in the scope of work, but the project will also include accessibility improvements to the parking lot and first floor rooms.

The project is currently in suspense pending completion of the 2020-2021 Humboldt County Single Audit. By approving the revised resolution, your Board clears the way for implementation of this important project.
