RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached implementation agreement with Nurse-Family Partnership regarding the provision of consultation services that are designed to support the continued operation of the Nurse-Family Partnership Program in Humboldt County for the period of July 1, 2021 through June 30, 2024;

2.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached implementation agreement with Nurse-Family Partnership, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached implementation agreement with Nurse-Family Partnership to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Nurse-Family Partnership Program is an evidence-based home visitation program which allows first-time, low-income mothers to receive home visits from a Public Health Nurse.  The Nurse-Family Partnership Program has been shown to have positive impacts on child and maternal health, rates of child abuse and neglect, long-term birth rates, rates of incarceration, educational success, maternal employment and parental capacity.

 

The attached implementation agreement with Nurse-Family Partnership will allow the Humboldt County Department of Health and Human Services - Public Health (DHHS - Public Health) to receive consultation services, including, without limitation, nursing education, program quality assurance and marketing and data reporting that are designed to support the continued operation of the Nurse-Family Partnership Program in Humboldt County for the period of July 1, 2021 through June 30, 2024.  It should be noted that the attached implementation agreement with Nurse-Family Partnership comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Public Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached implementation agreement with Nurse-Family Partnership regarding the provision of consultation services that are designed to support the continued operation of the Nurse-Family Partnership Program in Humboldt County for the period of July 1, 2021 through June 30, 2024.  It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached implementation agreement with Nurse-Family Partnership, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed consultation services.

 

FINANCIAL IMPACT:

The attached implementation agreement with Nurse-Family Partnership has a maximum amount payable for annual fees of $75,240 for the period July 1, 2021 through June 30, 2024.  In no event shall the maximum amount paid under the attached implementation agreement with Nurse-Family Partnership for annual fees exceed $23,904 for fiscal year 2021-2022 and $25,668 per fiscal year for fiscal years 2022-2023 and 2023-2024.  However, in the event local, state, or federal funding is reduced or eliminated, the County of Humboldt may terminate the attached implementation agreement with Nurse-Family Partnership in its entirety.

 

Expenditure appropriations related to the attached implementation agreement with Nurse-Family Partnership have been included in the approved fiscal year 2021-2022 budget for DHHS - Public Health budget units 1175-421 and 1175-426.  Funding for the attached implementation agreement with Nurse-Family Partnership is available through state health realignment and federal California Home Visiting Program revenues received by DHHS - Public Health.  As a result, approval of the attached implementation agreement with Nurse-Family Partnership will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None                     

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached implementation agreement with Nurse-Family Partnership regarding the provision of consultation services that are designed to support the continued operation of the Nurse-Family Partnership Program in Humboldt County.  However, this alternative is not recommended as it would limit DHHS - Public Health’s ability to provide home visitation services to first-time, low-income mothers in Humboldt County.
