RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and approve the plans and specifications for the for the California Redwood Coast-Humboldt County Airport Electric Vehicle Charging Station and Americans with Disabilities Act Modification Project, project number 2021-801; and
2. Authorize the Clerk of the Board to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be opened on Mar. 29, 2022.

DISCUSSION:
On Sep. 7, 2016, the county entered into a consent decree with the United States Department of Justice (DOJ) that required the commencement of the Humboldt County Americans with Disabilities Act Compliance Project. The purpose of the Humboldt County Americans with Disabilities Act Compliance Project is to bring all county-owned and leased facilities that provide programs, services and activities to the public into compliance with the Americans with Disabilities Act (ADA). The California Redwood Coast-Humboldt County Airport (ACV) accessible parking and path of travel to the facility’s entrance is part of this compliance effort.
On Jun 3, 2021, the county entered into a consultant services agreement with Whitchurch Engineering, Inc. (WEI) to design ADA improvements at ACV. The construction project will renovate eight of the existing non-compliant ADA parking stalls, reconstruct the non-compliant pedestrian path of travel (POT) linking the parking lot to the main terminal entrance including reconstruction of two non-compliant curb ramps and the crosswalk at the airport loop. Included in this project is the construction of an accessible POT and flat work at the new electric vehicle charging station parking stalls funded by Redwood Coast Energy Authority (RCEA) as part of the Airport Microgrid Project as authorized and approved by your Board on Mar. 19, 2019.
On Jun. 22, 2021, your Board approved the execution of a Memorandum of Agreement (MOA) with RCEA for the cost share in ADA improvements resulting from requirements set forth under California Building Code (CBC) 11B-202.4 requiring that 20% of a project’s valuation threshold be allocated first towards path of travel.
This MOA between the county and RCEA memorialized RCEA’s commitment of funding up to 20% of the EVCS project valuation threshold towards POT access barrier remediation efforts at ACV.
Staff worked with WEI., County Public Works, County Aviation and RCEA in the review and development of the project’s plans and timeline. The construction schedule is expected to be 90 calendar days and is anticipated to begin in April of 2022 and be completed in July of 2022.
FINANCIAL IMPACT:
The total cost for the ACV ADA Modification Project is estimated at $216,597 with construction estimated at $181,797 and professional design and construction management services estimated at $34,800. RCEA has agreed to contribute 20% of the valuation threshold of the EVCS project towards ADA POT improvements. RCEA estimates that the EVCS project will cost $53,407, which constitutes a projected cost share in the amount $10,681 payable from RCEA to the county. The ADA Compliance ISF has budgeted $139,000 for this project in its fiscal year 2021-22 budget and may need a supplemental budget once actual bids are received.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve the recommendations to approve the plans, specifications and authorization for the bid of the project. However, ACV is listed in the county ADA Compliance Plan as having barriers to access as defined under the ADA and was scheduled for ADA modifications which are required under CBC 11B-202.4 due to the valuation threshold for ADA improvements as part of the ACV EVCS project.
