That the Board of Supervisors:

1. Approve the extension of Extra Help hours past the 960 hour limit for Maria Herrera, Administrative Analyst I to 1920 hours through June 30, 2022. (4/5 Vote Required)

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. On March 17, 2020, your Board ratified a State of Emergency declared by the Humboldt County Health Officer. Public Health's emergency response services have been activated for local testing, surveillance, public education and administration of disease control. In support of the COVID-19 Emergency Operations Center, Maria Herrera has been serving as bilingual Contact Tracing Support. The limited availability of bilingual staff with contact tracing training necessitates the extension of hours.

FINANCIAL IMPACT:
Maria Herrera will be funded through Proposition 10 Tobacco Tax dollars. The additional cost of extra help hours for the balance of fiscal year 2021-22 is estimated to be $24, 662. There is sufficient appropriation in Fund 3453, Budget unit 439 due to our original expectation that she would be serving as support staff for First 5 Humboldt. The request to extend for another 960 hours is not a commitment to employ Ms. Herrera but allows more flexibility to extend Ms. Herrera's time as funding opportunities allow, so that she can continue to provide support to the Public Health Branch.
