RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive the staff report on the carry forward of Measure Z funding from FY 2020-2021 into FY 2021-2022;

2.                     Approve the attached supplemental budget for requests for carry forward funding and additional Measure Z allocations (4/5 vote required); and

3.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the memorandum of understanding (MOU) with Eureka City Schools regarding a change in project scope for their approved application for funding in FY 2021-22.

DISCUSSION:

On September 21, 2021, the Board reviewed and approved requests from Measure Z Awardees to carry funds forward from FY 2020-2021 to FY 2021-2022.  The need for carry forward dollars resulted from challenges awardees faced due to the timing of application approvals and from issues caused by the COVID-19 pandemic.  These awardees included the Humboldt County Department of Public Works, the City of Rio Dell, College of the Redwoods Foundation’s Community Emergency Response Team (CERT), Garberville Town Square, The People of New Directions, Orleans Volunteer Fire Department and Clifton Larson Allen.  These requests totaled $276,895 of Measure Z funding.

 

Two more agencies have additional Carry Forward requests that resulted from the same issues which were not brought to your Board at that time.  The requests include an additional portion of unspent funds from the Humboldt County Department of Public Works and the Humboldt County Fire Chief’s Association.  Since these dollars were previously budgeted in FY 2020-2021, carrying forward the requested funds into FY 2021-2022 results in no net-impact to the Measure Z fund.

 

The following details the new requests for carry forward for FY 2021-2022.

 

County Requests

The Humboldt County Department of Public Works requests that your Board approve the carry forward of $51,808 in unspent funding.  These funds were specifically allocated to fund efforts to clear the illegal dumping site at Wymore Road.  Illegal dumping is a problem that affects all of those who live and visit Humboldt County.

 

Outside Agency Requests

The Humboldt County Fire Chief’s Association requests that your Board approve the carry forward of $318,625 in unspent funding.  These funds were specifically allocated for the purpose of paying the costs and expenses associated with purchasing fire-related equipment and other necessary supplies, such as protective clothing, fire hoses and building materials necessary to construct fire stations and training facilities, compensating certain fire protection districts for the provision of emergency services and providing planning-related services regarding fire district boundaries.

 

The carry forward requests included in the attached supplemental budget documentation:

 

                     $51,808 - Humboldt County Department of Public Works

                     $318,625 - Humboldt County Fire Chief’s Association

 

The above requests total $370,433. This brings the grand total of Carry Forward from FY 2020-2021 into FY 2021-2022 to $647,328.

 

Additionally, staff brings a request from Eureka City Schools regarding a change in project scope for the funds awarded to them for use in FY 2021-2022.  In April, the Board awarded Eureka City Schools $79,000 in Measure Z funds to pay a School Resource Officer (SRO) through a partnership with the Humboldt County Sheriff’s Office.  However, given staffing levels in that department, the Sheriff’s Office is unable to provide the requested position.  As a solution, Eureka City Schools has proposed the following:

 

                     $45,000 to be allocated to partially fund a Eureka Police Department SRO position currently filled to support all schools within the city limits; and

                     $34,000 to be allocated to a parent education program dedicated to achieving social and economic equity through education.  An integral part of this program will be an opportunity for parents and law enforcement to interact in a positive educational experience.

 

As the updated proposal stays within the spirit of Measure Z and addresses the intent of their original application, it is recommended that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the MOU with Eureka City Schools.

 

FINANCIAL IMPACT:

The above requests total $370,433. This brings the grand total of Carry Forward from FY 2020-2021 into FY 2021-2022, including those approved by the Board in September 2021, to $647,328. Because these funds were awarded to Measure Z recipients in the previous fiscal year and accounted for in the approved FY 2020-2021 budget in Fund 1100-197, there is no cost to carrying forward dollars into FY 2021-2022. Similarly, the costs included in Eureka City Schools’ amended proposal  maintains levels approved by the Board in April 2021.  As a results, approval of the noted requests results in no net impact to the Humboldt County General Fund.

 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by enforcing laws and regulations to protect residents, creating opportunities for improved health and safety and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached supplemental budget.  However, this alternative is not recommended as it limits awardees’ ability to complete the Measure Z related projects, as approved by the Board in the FY 2020-2021 and FY 2021-2022 funding cycles.
