RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached Local Transportation Fund claim for fiscal year (FY) 2021-2022; and
2. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached Local Transportation Fund claim to the Department of Public Works for submittal to the Humboldt County Association of Governments.

DISCUSSION:
The Local Transportation Fund (“LTF”) represents one-quarter (0.25) of a cent of the general sales tax rate collected statewide, which is returned to Humboldt County and is intended to pay for a variety of transportation needs. These funds are received by the Humboldt County Association of Governments and are dispersed to the County of Humboldt and the seven (7) incorporated cities based on population. The County of Humboldt’s portion is allocated first to the transit operators, with the remainder of the funds being allocated to the Bicycle and Trailways Program and the Road Fund for maintenance.
The attached claim corresponds to the proposed amounts below. The proposed amounts may change, and staff will return to the Board with a revised claim, if necessary. The LTF allocation for FY 2021-22 will be sufficient to fund all of the existing transit operations assuming no budget revisions are submitted by existing transit systems during the fiscal year.
Due to the current pandemic services have been cancelled by Klamath-Trinity Non-Emergency Transportation. Old Arcata Road trial services have also been cancelled due to lack of use of on demand services.
FINANCIAL IMPACT:
The County of Humboldt’s LTF allocation for FY 2021-22 is $2,410,607 per Humboldt County Association of Governments Board Resolution 21-07, dated April 2, 2021. All allocations will be paid out of budget unit 1150-910, Transportation Services. As a result, approval of the attached claim will not impact the Humboldt County General Fund. Proposed funding for this year’s claim in comparison to prior year allocations is shown below:

STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing community-appropriate levels of service and providing for, and maintaining, infrastructure.
OTHER AGENCY INVOLVEMENT:
Humboldt County Association of Governments; Humboldt Transit Authority; and all other local agencies receiving funding from the proposed LTF allocation for FY 2021-22.
