DISCUSSION:

On March 17, 2020, your Board received an update from DHHS regarding the then-current status of the COVID-19 pandemic in Humboldt County, and ratified a resolution declaring the existence of a local emergency related to the virus. Subsequently, the Humboldt County Health Officer issued a shelter-in-place order throughout the county, and Governor Gavin Newsom issued a similar order throughout the state in order to slow the spread of the virus, developing a color-coded Blueprint for a Safer Economy tier system, denoting certain restrictions based on case metrics in fall of 2020.

Since March 17, 2020, DHHS - Public Health, the Health Officer and other county staff have provided biweekly updates surrounding COVID-19 data and related activities via Special Presentation to your Board and the community. On June 15, 2021 Governor Newsom retired the Blueprint for a Safer Economy, removing all restrictions as COVID-19 spread had significantly slowed and with availability of the COVID-19 vaccine. Since this date, Humboldt County has been experiencing a surge of cases due to the Delta variant of the virus.

There are many steps county officials are taking to help prevent the spread of COVID-19 and to help the community during this time, including vulnerable residents and the business community. However, it is possible that the number of confirmed cases in Humboldt County will increase and staff and community partners will need to continue to take measures to prepare for issues that will face residents in the future.
