RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Changing Tides Family Services regarding the provision of support services related to the Emergency Child Care Bridge Program for Foster Children for the period of July 1, 2021 through June 30, 2023;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Changing Tides Family Services, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Changing Tides Family Services to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On Feb. 20, 2019, the California Department of Social Services issued All County Letter (ACL) 19-18 announcing an optional program available to counties called the Emergency Child Care Bridge Program for Foster Children.  The aim of this program is to provide emergency childcare to children who have been placed in out-of-home care with a caregiver that requires temporary emergency childcare in order to maintain placement of the child.

 

Changing Tides Family Services, in collaboration with the Humboldt County Department of Health and Human Services - Child Welfare Services (DHHS - Child Welfare Services), assists eligible families with finding a child care provider for the foster children in their care, securing subsidized placement (if eligible), completing child care program applications and developing a plan for long-term child care appropriate to the child’s age and needs.  Without this collaboration, DHHS - Child Welfare Services would be unable to meet the requirements of the Emergency Child Care Bridge Program for Foster Children as set forth in ACL 19-18.

 

The attached professional services agreement will allow Changing Tides Family Services to continue providing support services related to the Emergency Child Care Bridge Program for Foster Children for the period of July 1, 2021 through June 30, 2023.  It should be noted, that the attached professional services agreement with Changing Tides Family Services comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Changing Tides Family Services for the period of July 1, 2021 through June 30, 2023.  It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached agreement, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed support services.

 

FINANCIAL IMPACT:

The maximum amount payable for any and all services provided, and costs and expenses incurred, pursuant to the terms and conditions of the attached professional services agreement with Changing Tides Family Services will be determined by the maximum annual State General Fund allocations for each category of service for the period of July 1, 2021 through June 30, 2023. Expenditure appropriations related to the attached agreement have been included in the approved fiscal year 21-2022 budget for DHHS - Social Services budget unit 1160-508.  As a result, approval of the attached professional services agreement with Changing Tides Family Services will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose to not approve the attached agreement with Changing Tides Family Services regarding the provision of support services related to the Emergency Child Care Bridge Program for Foster Children.  However, this alternative is not recommended since it would not allow DHHS - Child Welfare Services to meet the requirements of the Emergency Child Care Bridge Program for Foster Children as set forth in ACL 19-18.
