RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with Vision Y Compromiso regarding the implementation and administration of the Medi-Cal Health Enrollment Navigators Project in Humboldt County for the period of November 16, 2021 through December 31, 2022;
2. Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with Vision Y Compromiso, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached memorandum of understanding with Vision Y Compromiso to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
California Assembly Bill 74 appropriated funds to provide counties and community-based organizations to serve hard-to-reach potentially eligible Medi-Cal populations through the Medi-Cal Health Enrollment Navigators Project. The California Department of Health Care Services has identified 11 populations to focus health navigation efforts, including, without limitation, individuals with behavioral health disorders, individuals with substance use disorders, individuals with physical disabilities, individuals who are homeless, young people of color, elderly people, immigrants and families of mixed immigration status, individuals with limited English proficiency, low-wage workers and their families or dependents, uninsured children and youth formerly enrolled in Medi-Cal and individuals who are, or have been, incarcerated.
Vision Y Compromiso, through a subcontract with California Coverage & Health Initiatives, is responsible for implementing and administering the Medi-Cal Health Enrollment Navigators Project in Humboldt County. The attached memorandum of understanding will allow the Humboldt County Department of Health and Human Services - Social Services (“DHHS - Social Services”) to work collaboratively with Vision Y Compromiso to assist community members with obtaining affordable health coverage and accessing high quality health care for the period of November 16, 2021 through December 31, 2022.
Accordingly, DHHS - Social Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with Vision Y Compromiso regarding the implementation and administration of the Medi-Cal Health Enrollment Navigators Project in Humboldt County for the period of November 16, 2021 through December 31, 2022. It is also recommended that the Board authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with Vision Y Compromiso, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation and/or administration of the Medi-Cal Health Enrollment Navigators Project in Humboldt County.
FINANCIAL IMPACT:
There are no direct costs associated with the attached memorandum of understanding with Vision Y Compromiso regarding the implementation and administration of the Medi-Cal Health Enrollment Navigators Project in Humboldt County. As a result, approval of the attached memorandum of understanding with Vision Y Compromiso will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health, facilitating public/private partnerships to solve problems and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached memorandum of understanding with Vision Y Compromiso regarding the implementation and administration of the Medi-Cal Health Enrollment Navigators Project in Humboldt County. However, this alternative is not recommended since it will limit DHHS - Social Services’ ability to assist community members with obtaining affordable health coverage and accessing high quality health care.
