RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Open the public hearing;
2. Receive the presentation on draft maps;
3. Provide direction to staff regarding the creation of additional draft map(s);
4. Schedule a public hearing with a scheduled time-set on Tuesday, Dec. 7, 2021 at 10 am, to review final draft supervisorial district boundaries and to hear public testimony regarding Redistricting in Humboldt County;
5. Post and publish the attached pre-hearing summary at least 5 days in advance of hearing.
6. Authorize staff to schedule any additional Public Hearings necessary to adopt a final map by the mandated deadline of Dec. 15, 2021.
7. Close the Public Hearing.

DISCUSSION:
On Nov. 2, 2021, your Board heard a presentation from staff regarding the recommendations of the 2021 Humboldt County Redistricting Advisory Commission (RAC). Per the RAC’s recommendations, your Board rejected both draft maps in consideration at that time, Drafts A2 and C2, and directed staff to return with an additional set of draft maps for review and possible adoption.
Additionally, your Board directed the county’s consultants, Redistricting Partners, to produce a final draft map that met the following criteria:
• One based on the current existing Supervisorial District Map, which reflects minor changes, where appropriate
• Reflects the concept of keeping Blue Lake Rancheria in its entirety within one district.
Today’s hearing is the third to occur in open session before your Board and the fourth overall hearing related to the county’s redistricting effort. This hearing was intended as the first opportunity to vote on a district map, however due to unforeseen delays, these drafts were not provided in time to meet the public posting deadline. The most recent draft maps, Humboldt County Draft Maps 1 & 2, have been included for discussion purposes only (Attachments 2 & 3). Note, Draft Map 1 reflects the City of Blue Lake in District 3, Draft Map 2 reflects the City of Blue Lake in District 5.
Per Elections Code §21500 (Attachment 5), within the current timeframe, any maps must be publicly posted for at least 7 days before final adoption. As such, your Board is unable to adopt a map until the meeting of Dec. 7, 2021. The timeline available to your Board for final adoption of a Supervisorial District Map is as follows:
Dec. 7 - Hearing to vote on final map or make final changes to a map;
Dec. 14 - Hearing to vote on final map (held only if no map is adopted on Dec. 7); and
Dec. 15 - State mandated deadline for final maps to be adopted.
Finally, staff requests your Board set a Public Hearing, per the above referenced elections code, to review, hear public comment on and potentially adopt a final draft Supervisorial District Map on December 7, 2021, at 10:00 am.
FINANCIAL IMPACT:
There is no impact to the county General Fund in receiving this report and/or to making the related recommendations. Costs related the overall redistricting effort, attributed to CCRP, for outreach services, and Redistricting Partners, for mapping and consultation services, total $100,000. These funds were included in the adopted budget for fiscal year 2021-22 within the County Administrative Office - Management & Budget Team budget unit 1100-103.
