RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute, the attached Women, Infants and Children Internship Agreement with Gulf Coast Dietetic Internship Program for the period of August 30, 2021 through June 30, 2022;

2.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached Women, Infants and Children Internship Agreement with Gulf Coast Dietetic Internship Program after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one certified copy of the Board Order relating to this item to the Department of Health and Human Services - Public Health.

DISCUSSION:

The County of Humboldt has participated in the Women, Infants and Children (“WIC”) program since 1976. WIC provides individualized nutrition counseling, breastfeeding support, vouchers to purchase healthy foods for low-income women and their children as well as referrals to health care providers and medical clinics.  The target population includes women who are pregnant, breastfeeding or have recently delivered a baby as well as infants and children less than five years of age.  The Humboldt County Department of Health and Human Services - Public Health (“DHHS - Public Health”) serves approximately 3,400 WIC clients per month.  WIC is federally funded and the California Department of Public Health is responsible for administering funding for local WIC programs.

 

Gulf Coast Dietetic Internship Program seeks to provide supervised educational experiences for their dietetic interns. The Humboldt County WIC program is a great opportunity for dietetic interns to complete a practical experience related to dietetic practice. This learning experience will allow for dietetic interns to participate and benefit from a dietetic internship in a safe and responsible manner.

 

The attached WIC Internship Agreement with Gulf Coast Dietetic Internship Program will allow dietetic interns to complete their internship with the Humboldt County WIC program during the period of August 30, 2021 through June 30, 2022.  It should be noted that the attached WIC Internship Agreement with Gulf Coast Dietetic Internship Program comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Public Health recommends that the Board approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute, the attached WIC Internship Agreement with Gulf Coast Dietetic Internship Program for the period of August 30, 2021 through June 30, 2022.  It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached WIC Internship Agreement with Gulf Coast Dietetic Internship Program, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the completion of dietetic internships with the Humboldt County WIC program.

 

FINANCIAL IMPACT:

There are no direct costs associated with the attached WIC Internship Agreement with Gulf Coast Dietetic Internship Program. As a result, approval of the attached WIC Internship Agreement with Gulf Coast Dietetic Internship Program will not impact the Humboldt County General Fund. Any related administrative costs are available through the approved budget for fiscal year 2021-22 in WIC Nutrition, Fund 1175, Budget Unit 415.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by supporting business, workforce development and creation of private-sector jobs.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached WIC Internship Agreement with Gulf Coast Dietetic Internship Program.  However, this alternative is not recommended as the WIC program is a great opportunity to complete a dietetic internship in the County of Humboldt.
