RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Humboldt County Guardrail Replacement Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Dec. 7, 2021, at 2:00 p.m.

DISCUSSION:
On Jan. 24, 2017, the Humboldt County Department of Public Works (“Public Works”) was awarded the highway safety improvement program grant for replacing and upgrading guardrails and guardrail end treatments at various locations. In addition to the unincorporated areas of Humboldt County, the project includes locations within the cities of Arcata, Blue Lake and Fortuna. This multi-local agency project identified locations where guardrails were damaged and/or did not meet current standards, and then coordinated with local officials to develop a priority list for replacement. The proposed construction plans will replace and upgrade guardrails at eleven (11) locations in Arcata, two (2) locations in Blue Lake, two (2) locations in Fortuna and nine (9) locations in unincorporated areas of Humboldt County. At the option of Public Works, additional locations identified in the plans as additive option locations may be added to the contract if funding is available.
Public Works received construction approval from the Federal Highway Administration for the Humboldt County Guardrail Replacement Project on Jan. 14, 2020. Public Works subsequently prepared the attached plans and specifications for the project. The work proposed in the attached plans and specifications consists of removing existing guardrails, clearing and grubbing, installing steel post Midwest Guardrail Systems and safety end treatments, installing safety crash cushions, resetting signs, placing guard rail delineators and reconstructing chain link fencing.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Humboldt County Guardrail Replacement Project.
FINANCIAL IMPACT:
There is no financial commitment until the Humboldt County Guardrail Replacement Project is awarded. This project is being funded by the Federal Highway Administration Highway Safety Improvement Program (100%). The engineer’s cost estimate for the project is $897,700. The Humboldt County Road Fund will not be responsible for any of the costs associated with the Humboldt County Guardrail Replacement Project unless the project costs exceed the total amount allocated by the Federal Highway Administration.
Expenditure appropriations related to completion of the Humboldt County Guardrail Replacement Project have been included in the approved fiscal year 2021-22 budget for Roads, budget unit 321. As a result, the Humboldt County Guardrail Replacement Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Humboldt County Guardrail Replacement Project. However, this alternative is not recommended because the project will repair guardrails and guardrail end treatments, which are essential safety feature to roadways, throughout Humboldt County using funds that would not otherwise be available to the County of Humboldt.
