RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Rental Agreement for the Garberville Veterans Association’s use of the Garberville Campus Conference Room;

2.                     Approve the License and Sublicense Termination Letters for the Garberville Veterans Association non-use of the Healy Senior Center; and

3.                     Authorize the Public Works Director to execute the Rental Agreement and Termination Letters.

DISCUSSION:

On Dec. 17, 1970, your Board approved an agreement with the American Legion Post No. 494, Veterans of Foreign Wars Post No. 6354, and World War One Barracks #2392 (Veterans) to use and maintain the John Haynes Memorial Hall at 483 Conger Street in Garberville for various meetings and events. Several amended agreements followed, with the World War One Barracks #2392 being removed from use.

 

On June 10, 2016, the county closed the building due to health and safety reasons.

 

On Dec. 13, 2016, your Board approved a Lease Agreement with Redwoods Community College District (District) for use of the building at 286 Sprowl Creek Road in Redway (District Lease).  The county subsequently subleased the use to the Veterans. The county paid monthly rent in the amount of $215 to the District based on the county’s obligation to provide meeting space for the Veterans.

 

On March 28, 2017, your Board approved the termination of the District Lease so as to allow the relocation of the Veterans use to a more suitable location.

 

On April 18, 2017, your Board approved a license from the Healy Senior Center (Center) to manage use of a conference room at 456 Briceland Road in Redway and a sublicense to the Veterans for their use of the conference room (Attachment No. 1 - Healy Senior Center License and Sublicense).  The county has paid monthly rent in the amount of $200 to the Center based on said county’s obligation.

 

On Oct. 13, 2021, the Garberville Campus (Campus) at 715 Cedar Street in Garberville opened for use by various entities, including the Garberville Sheriff Substation, Garberville Branch Library, and a multipurpose conference room.   Staff requests your Board’s approval of a Rental Agreement between the county and the Garberville Veterans Association (Veterans) for use of the Conference Room at the Campus (Attachment No. 2 - Veterans Rental Agreement) and (Attachment No. 3 - Floor Plan). Staff also requests your Board’s approval to terminate the county’s license with the Healy Senior Center (Attachment No. 4- License termination), and the county’s sublicense to the Veterans (Attachment No. 5 - Sublicense termination) for future non-use.

 

FINANCIAL IMPACT:

In acknowledgment of the county’s obligation to provide meeting space for the Veterans, staff recommends that the Veterans be allowed to conduct their monthly meetings at the facility at no charge. There will be a cost saving to the general fund of $2,400 annually in absence of leasing the Healy Senior Center.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the Rental Agreements and License and Sublicense terminations.  However, this is not recommended as the Veterans would continue use of the Healy Center. In addition, the county would continue pay monthly rent payments of $200.
