Recommendation
That the Board of Supervisors:
1. Approve, and ratify the Department of Health and Human Services - Public Health Deputy Director’s execution of, the attached data use agreement with the California Department of Public Health regarding access to the California COVID-19 Outreach and Rapid Deployment Platform for the period of June 15, 2021 through June 14, 2031;
2. Approve, and ratify the Department of Health and Human Services - Public Health Director’s execution of, the attached memorandum of understanding with the California Department of Public Health, and the first amendment thereto, regarding the provision of emergency medical and health disaster assistance relating to COVID-19 case investigation and contact tracing in Humboldt County for the period of Nov. 10, 2020 through December 31, 2021;
3. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other documents directly related, to the attached agreements with the California Department of Public Health, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Direct the Clerk of the Board to return one certified copy of the Board order pertaining to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Humboldt County Board of Supervisors adopted Resolution No. 20-25 which authorized department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements be subsequently ratified by the Board of Supervisors. Pursuant to Resolution No. 20-25, the Director and Deputy Director of the Department of Health and Human Services - Public Health (DHHS - Public Health) executed the attached agreements with the California Department of Public Health which are intended to address the impacts associated with, and further strengthen the County Humboldt’s response to, the COVID-19 pandemic.
Accordingly, DHHS - Public Health recommends that the Board approve, and ratify the execution of, the attached agreements with the California Department of Public Health regarding the County of Humboldt’s response to the COVID-19 pandemic. Staff also recommends that your Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other documents directly related, to the attached agreements with the California Department of Public Health, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in responding to the COVID-19 pandemic in Humboldt County.
FINANCIAL IMPACT:
There are no direct costs associated with the attached agreements with the California Department of Public Health regarding the County of Humboldt’s response to the COVID-19 pandemic. As a result, approval of the attached agreements with the California Department of Public Health will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.

None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached agreements with the California Department of Public Health regarding the County of Humboldt’s response to the COVID-19 Pandemic. However, this alternative is not recommended since it will severely limit DHHS - Public Health’s ability to respond to the COVID-19 pandemic.
