RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Manila State Route 255 Shared Use Pathway Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, November 23, 2021 at 2:00 p.m.

DISCUSSION:

The Humboldt County Department of Public Works (“Public Works”), the California Department of Transportation (“Caltrans”) and the Manila Community Services District are collaborating to construct a paved bike path, also known as a shared-use path or multi-use trail, along the west side of Highway 255.  The Manila State Route 255 Shared Use Pathway Project includes intersection improvements along Pacific Avenue and Peninsula Drive and streetlight installation at the Dean Street/Pacific Avenue intersection. 

 

Funding for the Manila State Route 255 Shared Use Pathway Project was awarded through the State of California’s Active Transportation Program.  On Apr. 3, 2018, the Board of Supervisors approved a cooperative agreement with Caltrans regarding implementation of the project.  Public Works administered the design and permitting phases of the project and will manage construction.  On Oct. 7, 2021, the Humboldt County Planning Commission adopted a Mitigated Negative Declaration for compliance with the California Environmental Quality Act and approved a coastal development permit for the project.  The project was conditioned to begin at Pacific Avenue and end at Lupine Drive.  Caltrans will maintain the bike path after the Manila State Route 255 Shared Use Pathway Project has been completed. 

 

Public Works has prepared the attached plans and specifications for the Manila State Route 255 Shared Use Pathway Project.  The work proposed in the attached plans and specifications consists of tree and vegetation removal, excavation and grading, embankment placement, installation of culverts and boardwalk crossings, installation of retaining walls, trail paving, sidewalk construction and placement of signage. All construction activities would be accompanied by both temporary and permanent erosion and sediment control best management practices.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Manila State Route 255 Shared Use Pathway Project.

FINANCIAL IMPACT:

The total estimated construction cost for the Manila State Route 255 Shared Use Pathway Project is $1,174,453.  The Active Transportation Program has allocated $1,358,000 for construction.  Funds for the Manila State Route 255 Shared Use Pathway Project have been included in the fiscal year 2021-22 budget at revenue line 1710715-523192 and expenditure line 1710715-8947.   As a result, The Manila State Route 255 Shared Use Pathway Project will not impact the Humboldt County General Fund.

 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors could choose not to approve the attached plans and specifications for the Manila State Route 255 Shared Use Pathway Project.  However, this alternative is not recommended because the project is intended to improve safety for non-motorized and motorized travelers in Manila and increase the use of active modes of transportation.  The deadline for awarding the construction contract is Dec. 31, 2021.  The construction funding will lapse if the construction contract is not awarded by this deadline.  If the Manila State Route 255 Shared Use Pathway Project is not constructed, the County of Humboldt will need to reimburse the State of California for the funding used for design and permitting.
