RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the Certified Statement of Results of the Official Canvass for the California Gubernatorial Recall Election held on September 14, 2021.

DISCUSSION:
Immediately upon the close of the polls on Election Day, the county elections office begins the canvass of the vote. The activities undertaken during the official canvass include:
1. Processing and counting any valid vote by mail and provisional ballots not included in the
election night totals;
2. An inspection of all materials and supplies returned by poll workers;
3. A reconciliation of the number of signatures on the precinct roster with the number of ballots recorded on the ballot statement;
4. A reconciliation of the number of ballots counted, spoiled, or rejected due to damage;
5. Counting any valid write-in votes;
6. Reproducing any damaged ballots, if necessary;
7. Conducting a hand count of the ballots cast in one percent of the precincts; and,
8. Reporting the final results as required.

Elections Code, Section 15372, requires the county elections official to complete the official canvass no later than the 30th day after the election and submit a certified statement of the results to the governing body, the County Board of Supervisors.

Election Code, Section 15400, states that the governing body shall declare elected or nominated to each office voted on at each election under its jurisdiction the person having the highest number of votes for that office. The governing board shall also declare the results of each election under its jurisdiction as to each measure voted on at the election.
