RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Department of Health and Human Services - Public Health Director, or a designee thereof, to apply for and accept, funding made available through the California Department of Parks and Recreation’s Outdoor Equity Grants Program;

2.                     Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Parks and Recreation.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Public Health (“DHHS - Public Health”) has been invited to apply for funding made available through the California Department of Parks and Recreation’s Outdoor Equity Grants Program.  If awarded, such funding will be used by the Healthy Communities Division of DHHS - Public Health to increase the ability of residents in underserved communities to participate in outdoor experiences at state parks and other public lands, with an emphasis on students eligible for free or reduced-price meals, foster youth and students of limited English proficiency.

 

As part of the grant application process, the California Department of Parks and Recreation requires that each applicant adopt a resolution authorizing the execution and submission of any and all documents, including, without limitation applications, agreements, amendments and payment requests, which may be required or deemed necessary to apply for, accept, secure and administer funding made available through the Outdoor Equity Grants Program. 

 

Accordingly, DHHS - Public Health recommends that the Board adopt the attached resolution which authorizes the DHHS - Public Health Director, or a designee thereof, to apply for, and accept, funding made available through the California Department of Parks and Recreation’s Outdoor Equity Grants Program.

 

FINANCIAL IMPACT:

Adoption of the attached resolution will allow DHHS - Public Health to apply for up to $150,000 per year for five years.  If awarded, grant funds will be housed under Fund 1175, and a new budget unit, 414003 - Outdoor Equity Grant, will be created.  No matching funds are required for this grant.  Acceptance of grant funding made available through the California Department of Parks and Recreation’s Outdoor Equity Grants Program will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached resolution authorizing DHHS - Public Health to apply for, and accept, funding made available through the California Department of Parks and Recreation’s Outdoor Equity Grants Program.  However, this alterative is not recommended as it would prevent DHHS - Public Health from receiving grant funding that would promote equitable access to greenspaces to underserved populations within Humboldt County.
